How to obtain a building permit for a private house?
If you have decided to build your dream home, or even add a living unit or balcony to an existing home, remember that you will not be able to fully implement the plan before you have received an official building permit.
What is this permit and how should you prepare for it and other procedures before building? All the answers are in the short guide below.
Don't build before you approve
A building permit is a legal permit for construction, whether for building a new home from scratch, or for making changes to an existing structure or even to central infrastructure.
In other words, even if you want to make changes to an existing home, which include increasing the size of the home, you will need to obtain a permit before you begin work, as building without a permit is considered a violation of the law.
In order to obtain a building permit, you will need to act in orderly and legally.
Measuring the home
In the first step in the application preparation process, you will need to contact a certified surveyor who will produce a topographic map for you that is updated for the last six months.
Make sure the surveyor signs the plans and ask to receive them on a disk as well, which the architect will use in the future, whether you are asking to design a structure for a private home or a luxury home design, which can be a little more complex.
Information about a planning permit
You must request the above information from the local planning and building committee or the municipality.
You must go to the office and bring with you the map prepared in advance by the surveyor.
At this stage, you will be required to pay a permit fee for the application, in the amount of approximately 200 NIS, and only then will you receive the information you need.
This information includes important data regarding the plot of land on which you wish to build, such as its distance from neighboring houses, special construction reservations, and so on.
Preparing a construction plan file
After you have received the relevant information, you will need to contact an architect who will produce a folder for you containing all the plans for the house.

Preparing the construction plans by an engineer
In the next stage, you must submit a request to a construction engineer who will prepare the construction plans and the building permit plans for you (if you are building a new house).
These plans may involve the work of several engineers at the same time and may also include specifications for the plumbing, electrical system, and other infrastructure.
Orderly submission of all permit documents
Only after you have collected all the required information, prepared an organized folder, and gone through all the required steps,
can you submit the application for a building permit, with all plans signed by you, as the applicant, the engineer, and the architect.
There are also procedures for submission
The submission of plans should be done in two stages:
First submission: In this submission, the application file should contain the most recent measurement plans for the last 6 months, a certificate from the Israel Lands Administration regarding your rights to the land, and a taboo approval. If it is an addition to an existing building, you will need to submit, in addition to all of the above plans, the old building permit from the period when the house was originally built.
Second submission: After the first submission, you will receive a response from the committee containing the necessary comments and corrections to the submitted plans. The response will also include a list of documents and approvals that must be added, for example, approvals from the Electricity Company, the Israel Lands Administration, Bezeq, etc. Any such approval will require you to contact the relevant entity and have them sign the approval.
Occupation Approval – Form 4
If you thought that was the end of your approval process, it is important to know that even after the house has already been built, you will not be able to move in. and live in it before you receive a special permit known as an 'occupancy permit'.
As its name suggests, the permit indicates that the building is ready for immediate entry and occupancy. The "Occupancy Permit" form is known to some as 'Form 4'.
This form will contain permits signed by the local authority, which in effect confirms that the house was built in accordance with the plans presented in the building permit application and that the infrastructure was installed as required by law.
Is it possible to shorten the process?
One last tip to finish - if you want to shorten the processes, it is recommended that you start submitting requests for inspection of the various entities during construction, such as the electricity company, the gas company, the Standards Institute, and so on.
This permit must be submitted to the planning committee. After you have received all the permits, you are ready to build your dream home and start living in your new home.
