The process of obtaining a building permit
A building permit is an authorization to carry out construction or demolition work on the site.
This process can differ from committee to committee, we will mainly focus on the things that are common to all committees.
The process of obtaining a permit
The process of opening a file with the committee and obtaining a building permit begins even before the house is planned, when you approach the committee and request planning information - this information presents all the regulations and laws for construction in the given area. After receiving the planning information, you can begin planning the structure.
When the planning process is complete, and the planning of the structure and the area is closed, you can proceed to the stage of preparing the submission plans (the gramoshka). These plans will include area calculations of the requested structure, plans that specify the exact location of the house, detailed area development planning, plans of each floor, facades, sections and various details that vary between projects and between the requirements of the different committees.
The submission plans must be signed by:
The right holders in the property (according to the Thabo draft)
The applicants.
The applicant - the planner/architect.
The construction engineer.
An adjacent neighbor in a two-family house.
After the signatures of all parties concerned, the submission plans (the plan) can be submitted to the committee along with:
The Thabo draft.
A photocopy of the applicants' ID cards.
A survey map signed by the surveyor. (Valid for 6 months)
There may be additional requirements depending on the committee.
The first step with the committee is to approve the request for relief (the reliefs are deviations from the committee's planning and building regulations). Not every project requires a request for relief, it depends on the design of the structure. In case there is one, the requested reliefs must be published for a period of time determined by the committee, and it must be shown that there are no objections.
After the end of the period for publishing the reliefs, or in the event that there are no reliefs to publish, the next step is a fundamental review of the submission plans by the committee coordinator inspector. This review is done to see that the structure was designed according to the requirements of the Planning and Building Committee, and the submission was prepared accordingly.
At the end of the review of the file (if there are no substantial amendments to be made), the file will be submitted to the committee for discussion - a licensing meeting.
A protocol is issued from this discussion that includes a requirements sheet consisting of amendments to the submission itself, and requirements for approvals from various parties. After the necessary amendments to the submission itself, additional copies of the updated submission are printed, which are signed by the various parties - of which approval is required according to the committee protocol. At the same time, one copy is transferred to the inspector to check the completion of the amendments.
The approvals required from the committee vary from committee to committee, there are a number of requirements that do not change, they are:
Approval of the Home Front Command for a planned MMD. We are required to transfer several copies to them of Gramushka plus a construction plan for the building department made by a construction engineer.
Plumbing Department Approval - This approval is handled by the plumbing engineer, he is required to submit a plumbing plan based on the designer's submission plan, and consists of a sanitary system design + connection to municipal sewer.
Structural Stability Approval - The construction engineer is required to submit static calculations, and an engineer's statement on the stability of the structure.
Waste removal - A signed contract with a licensed waste removal site must be submitted to the committee, along with a form signed by the building planner/engineer, which includes a calculation of the amount of waste to be removed from the building. The contract must include a document in which the waste site undertakes to accept the construction waste.
Laboratory tests - A signed contract with a heritage laboratory must be submitted to the committee. The required tests will usually include: concrete, plumbing, gas, and MMD tightness tests. (Requirements may vary from committee to committee).
Additional approvals that vary from committee to committee are:
Approvals from various departments in the committee, (such as: sanitation, gardening, parking) Certain requirements will be requested in accordance with the department's instructions.
Bezeq approval.
Electricity company approval.
Antiquities Authority approval.
HOT\YES communications company approval.
KKL-JNF.
Firefighting approval.
* If the land is MMI land - we will be asked to provide a certificate from the Israel Lands Administration. In order to receive the certificate, the committee must sign (the stamp approving the application to MMI) according to the number of submissions, and must be submitted to MMI along with a photocopy of the committee's protocol, and in addition a signed form according to the MMI's requirement.
All certificates and signatures must be compiled and submitted to the committee for review.
Do not be alarmed by the number of requirements and approvals that the committee will request, most of the approvals are issued by the various planners (the architect, the construction engineer, and the plumbing engineer), and they will accompany you at every stage during the fulfillment of the committee's requirements.
When all the committee's requirements specified in the protocol have been completed, the file is transferred to review the payment of fees and improvements.
In the final stage, the various payments according to the committee's requirements must be completed - fees and improvements.
Final submissions are submitted, signed again by:
The right holders in the property
who are requesting.
The application is prepared by the planner/architect.
The construction engineer.
And we receive the building permit in good time.
